Study parking effects on GHG/VMT in S/CAP and modify parking requirements accordingly.
All occupants and businesses of new office buildings that are required to provide their own parking should not be allowed to purchase RPP permits.
Institute paid public and private parking and allow for sharing of existing parking resources.
Price commuter parking in public garages so that transit is a competitive mode.
